Bring a large pot of salted water to a boil. Cook pasta al dente, about 8 minutes.
Season shrimp with olive oil, onion powder, garlic powder, black pepper and and Tony's seasoning.
In a large skillet over medium heat, sear shrimp on both sides until cooked. 2-3 minutes on both sides depending on the size of shrimp. Remove from the pan.
Add butter and to the same pan, then add in onions and red pepper flakes and sautè until fragrant. Next add in minced garlic. Sautè an additional 2 minutes.
Add in rotel tomatoes and cook down for about 5 minutes. Stir in heavy cream. Once it comes to a low simmer. Reduce the heat, season with onion powder, garlic powder, black pepper, and Complete seasoning. Mix until combined. Then add in grated parmesan cheese. Stir until smooth.
Add in pasta and mix until fully coated. Add pasta water to help the pasta sauce to combine. Add the shrimp back. Top with green onions. Sprinkle with Tony's and grated parmesan if desired. Serve warm and enjoy!
